Yeah, I have got to say as somebody who makes his isk running cargo that pirates in low security space should be as surprising as finding bear s*** in the woods. There are a host of hardened PvPers who will hire out their services as escort pilots. Failing that you could always contract an experienced freight crew  . (I will warn you I have a lot on my plate right now though so you may have to wait in line for a delivery). After all it's a high risk running freight in low sec, therefore you must be getting a large reward right? Spend some on some security.
You are right, space has been chopped up into safe imperial areas surrounded by wilds. A cold war has begun, borders have tightened. It's dangerous out there. I understand you want to just make a pile of cash with little risk (which does mean you have contradicted yourself) but I don't think the answer lies in getting the game mechanic changed so every system has sentry guns and Concord / DED. This is a multi-player game, recruit some help.
I have noticed more and more bounty hunters out there trying to keep the space lanes safe which is very cool. Works for everyone I would think. The pirates want PvP and some rewards (looted equipment from unlucky hunters), the Bounty Hunters want PvP with rewards (bounties) and the space lanes become safer for freigther jocks who don't really get their jollies in PvP (some people freight to support PvP, I only PvP so I can freight, odd ain't I  ) and the pirates then have more 'civilian' targets in the form of the increased freight traffic.
It's a wonderful thing really all this player interaction. It will be interesting to see if any of these pirate corps hungry for PvP will re-invent themselves as Bounty Hunters?
Anyway, I ramble. Eve has a very nice set-up, if you want concord and sentry guns then stay in empire. If you want big juicy rewards then you have to take the risks that come with entering lawless space in a freighter or frigate. As for gankers taking no risks gate camping, well from what I have heard they don't get a whole lot for it. Low risk, low reward. I know it's a naughty thing to shoot at the poorly equiped and law abiding but these pirates is bad people 
Have fun out there but please don't try to get this game sterilised cos you got capped jumping into low sec in a frigate or whatever loss inspired this post. I hear your paing by get a team together and wrok with them to get the goods through.
